KEMRI Signs its 2024/25 Performance Contract.

KEMRI formally signed its performance targets for the 2024/25 financial year, affirming its commitment to delivering on set targets with the People and Government of Kenya. The mid-week signature ceremony on 9th, April 2025 at Afya House Annex led by the Cabinet Secretary Ministry of Health Hon. Aden Duale saw the Institute commit to a raft of public health and medical research and administrative targets geared towards strengthening accountability and service delivery at Africa’s premier human health research Institution.

The contract, which was reviewed and approved by the Public Service Performance Management Unit (PSPMU) was signed between the Chairman of the KEMRI Board of Directors, Dr. Abdullahi Ali, Board Director, Mr. Luka Chemwolo and the Cabinet Secretary, Hon. Aden Duale. Acting Director General Prof. Elijah Songok and Acting Director Strategy and Compliance, Mr. Edwin Bett witnessed the ceremony. The targets will now be cascaded downwards to the Institute leadership and members of staff in due course.

Last week’s ceremony at Afya House follows the national rollout PC exercise earlier this year between H.E. the President and his Cabinet Secretaries rushing in the 2024/2025 PC Season. Subsequently, the Ministry of Health followed protocol with the signing of contracts by the Cabinet Secretary and its two Principal Secretaries.

Performance contracts are meant to ensure that government institutions work with clear goals that are aligned with Kenya’s development plans. The strategic idea is to improve service delivery, track progress, and build a results-driven culture across all government ministries, departments, and agencies.

While putting pen to paper, Hon. Duale emphasized the government’s focus on transforming public service noting, “All institutions must take responsibility for the targets they have signed up for. The goals must be implemented across all levels and appraising staff against the targets will ensure meaningful contributions from all teams. Let us remain focused and resolute in our collective efforts to achieve the health sector’s objectives”.

The Health Cabinet Secretary further pointed out the PC’s contribution towards the Bottom-Up Economic Transformation Agenda (BETA) and the central place of healthcare. “I am counting on each of you to and advance the Ministry’s goals through your specific areas of specialization,” he concluded.

In her remarks, Principal Secretary for Public Health and Professional Standards, Ms. Mary Muthoni, emphasized the importance of cascading the performance targets to all levels within institutions. She stated, “As we formalize this process today, I urge all institutions to ensure that the targets set in these contracts are cascaded down to directorates and divisions. It is equally important to appraise your staff against these targets, ensuring that every team member contributes meaningfully to our service delivery agenda. The PCs will be a guide to implementing policies, programmes, and activities we have planned to help us achieve outlined priorities in UHC.”

As a leading national research institution, KEMRI is expected to play a pivotal role in supporting the realization of Universal Health Coverage and in contributing to Kenya’s broader development agenda through evidence based solutions and impactful health interventions.
