The Institute hosted a high-level meeting on Friday, 4th, October 2024, bringing together senior government officials, including the Secretary to the Cabinet, Ms. Mercy Wanja, the Deputy Chief of Staff in charge of Performance and Delivery Management at the Executive Office of the President, Mr. Eliud Owalo, and the Cabinet Secretary for Health, Dr. Debora Mulongo. The meeting, held at the KEMRI Graduate School (KGS), focused on reviewing the Ministry of Health’s Performance Contract (PC) for the fiscal year 2024/2025.



Accompanying Dr. Mulongo were key figures from the Ministry of Health, including the Permanent Secretary for Medical Services, Mr. Harry Kimtai, and Mr. Adan Halake, who represented the Principal Secretary for Public Health and Professional Standards, Ms. Mary Muthoni. Representatives from the Council of Governors and officials from both national and county governments also attended the event.
This was Dr. Mulongo’s second visit to KEMRI in less than two months. The meeting served as a platform to validate the Ministry’s Performance Contract and review commitments for the current fiscal year. Discussions also focused on assessing the achievements of the FY 2023/2024 performance targets, identifying gaps, and outlining future action steps aligned with the Bottom-Up Economic Transformation Agenda (BETA). The PC targets will be cascaded down to various Semi-Autonomous Government Agencies (SAGAs) for implementation, with appraisals based on agreed-upon indicators.
The Cabinet Secretary emphasized the Ministry’s key commitments for the coming year, which include the rollout of Universal Health Coverage (UHC) and the implementation of the Social Health Insurance Fund (SHIF), a pivotal part of the government’s strategy to ensure equitable access to healthcare services for all Kenyans.
The delegation was warmly received by the KEMRI’s Acting Director General, Prof. Elijah Songok, who was represented by Dr. Maricianah Onono, alongside the Director of Corporate Services, Mr. Jones Otuke, and the Deputy Director of Supply Chain Management, Mr. Kalu Kitaba. The visit included a brief meeting with KEMRI leadership before proceeding to the PC review session. Notably, the day-long event was flawlessly coordinated by KEMRI’s security team, led by Mr. John Kamau, ensuring smooth traffic flow and the safety of the dignitaries, allowing the event to proceed without a hitch.
The review marks a significant step in ensuring the Ministry’s performance objectives are met, reinforcing its mission to improve health outcomes for all Kenyans.
